Campaign Background
Uganda’s civil registration system faces major challenges, with over 17 million citizens lacking National IDs and birth registration rates remaining low. Many people are unaware of the registration process or face logistical barriers. The VOICES Campaign aimed to raise awareness, mobilize stakeholders, and advocate for improved accessibility to CRVS services, emphasizing the right to legal identity.

Partners and Scope
This initiative was a collaboration between HEPS-Uganda and TRAC FM, with financial and technical support from GHAI. The campaign reached 39 districts through three radio stations—Radio Wa, HITS FM, and Radio Simba—engaging nearly 10,000 Ugandans. Polls and talk shows featured CRVS experts and local government representatives, ensuring an inclusive and evidence-based discussion.
Objective and Impact
The campaign successfully highlighted key barriers to civil registration, including lack of information and access to services. Findings revealed that 68% of respondents faced challenges due to limited knowledge about the process, while 61% would consider registering new births if they had better information on the benefits. By engaging the public and policymakers, the VOICES Campaign contributed to providing recommendations for inclusive CRVS policy and strengthening Uganda’s legal identity system.
